Depending on what you mean by unlocked.. the answer may vary.

First you must reach the Voodoo Doll level necessary to unlock the skill.
Then you must assign the unlocked skill a skill point (press K).

Access to such skills can also be restricted if you are a "Basic" account. If you have reached the "Basic" account level restrictions, your only alternative is upgrading to an unlimited account.
