The only ones I've seen the circles appear are the ones that have the pirate flags above them. I usually see skeletons on them though.
Everytime I successfully grapple them and they come close to my boat and I hit "ctrl" to board their ship, my ship sinks
. I'm going to try swimming up to them instead.
