The easiest way is probably to just attach the picture.
You can click Go Advanced if not already in the advanced editor here.
Click "Manage Attachments" button and follow dialog to locate file on your computer you want to use and upload it.
This will provide a link at the bottom of the post to the picture.
If you also want to display it...
Once uploaded, you can right click the link given for the uploaded picture and copy shortcut, then paste its 'url' into IMG tags like this:

Remove space from
[ img] tag in example given.
