Well, talking in terms of real life, we have several male Wenches.
I personally don't think it's a big deal to require that the pirates be female in a guild called the War Wenches (considering what the definition of a wench is). Now, if they allowed male pirates to wear girl's clothes (not likely...they won't even let you say "cross dresser")...
The Boy Scouts thing is a little different, though, because they always got to do cooler stuff than we Girl Scouts did. In the game, OTOH, everyone can do the exact same things - the tiniest pixie of a female pirate can be just as strong as the Hulkish guys.
The other thing is, the people that, so far, have seemed to have an issue with it are kids - we wouldn't allow them anyway because of their age. And, if they want to cause drama by making a fuss about the female pirates only thing (or anything, really), that just confirms it; we don't like drama.
