Yes Unlimited access pirates currently have notoriety capped at level 40 although the Disney DxD site appears to show pirates still accumulating reps (my pirate shows as lvl 42 there).

Basic pirates are capped I believe at level 12 (unless they were paying before, and stopped).

I may be wrong, but I do not believe being a beta tester qualifies one for "Founder" status. I understood the "Founder" program to be those that pre-ordered and/or signed up for unlimited access within a certain time frame in the games first month or so.

As for wether its worth it or not, this is obviously a matter of personal preference/opinion. Compared to other games with monthly fees (mostly with higher fees), its not that bad.
