Hey, if Toons can carry TNT, 3 Grand Pianos, assorted cakes and pies, squirt guns, their own personal opera singer and various other items all without pockets in their clothing, then Pirates can carry their weapons without Scabbards, holsters or anything else ....
It's Disney - these things just 'magically' appear when needed.
As clumsy as my Pirate is, she'd probably trip over a stray grenade and injure herself with the scabbard ... better that the cutlass just appear when needed.
