I also thought the smaller vessels made for nice trainers to show people the ropes, and I also agree that a big part of the problem was simply having the Navy Bulwark, Greyhound, and Kingfisher all crammed into the Windward Passage (along with most of the player traffic on any given ocean).
Also, Scurvy Shallows/Bloody Bayou/Driftwood Island formerly had both the EITC Barracuda and the Navy Panther. They never seemed to be targets that the same ship would want to work together, and the waters never seemed active enough to merit two entirely different levels of flagship. I do think that better redistribution would have accomplished more than total removal.
