Yeah, that's only happened two or so other times in the game's history. I once dealt with a Navy and EITC Fleet at the same time (only got the Navy Fleet though). It's fun when the game screws up like that, but I don't find it to be a bad glitch. Rather beneficial in adding to the challenge, if you ask me.
I need that sailing item. I really need it. For once, I'm going to participate in this event. Or at least try to!
