The shop for the Tailor is found with a sign that displays a spool of thread and a needle. They are located on Port Royal (Near the tavern that has the underpass), Tortuga (Shanty shops), Cuba (Left of Jail), and Padres del Fuego (One on the back beach and one on the front, near the guysers).
