I call that the Pit Room at Kingshead, and I think it would be a fine meeting space for large groups. I think your primary speaker takes the box in the pit, and his or her 2nd in command takes the one crate to the north. A door guard takes the crate to the west, and the 2 crates to south are for people being temporarily "given the floor" (you may need to post placeholders there if you have problems with "gate-crashers"). Then, put your remaining officers along the eastern ledge.
With that set up, there are at least 3 distinct levels for the text of overhead bubbles, and the primary speaker is in between the bottom 2.
Interestingly, there's a nice spot for the officers to meet before the meeting in a round tower overlooking the hill leading up to the town level (unfortunately, you can't quite see the door itself; you can see people if they reach the bottom of the slope up to the town level). I call that upper tower the Rooke's Nest (my character's last name).
