The results are just in on if broadsides can be upgraded to shoot fire.

NPC (Enemy) Ships get to do it because they 'have crew firing' at you (you don't get to see them of course) - that why you'll see the NPC ship fire its 'Broadside Guns' first then a few seconds later the 'fireballs' (or in the case of Ghost Ships Lighting or Fury)
Though you cannot upgrade the Broadsides - the best thing to do is make them faster loading with the Taskmaster Sailing option (which will open later... save some points for it) then when you do fire Broadsides - they recharge much faster!

There you have it folks, that's no three times in a row, what more can you ask for? Maybe some more advice.
If you're wanting to shoot fire, work on getting your cannon skills up. Not your sailing skills.
Sailing skills generally don't = raw damage
All Cannon skills = raw damage
Every single skill in the Cannon line will improve your damage, either directly affecting the damage output or the rate of fire (which inturn increases the raw damage)
