A true friend is made only for certain account setups, like a parent setting up an account for a child that sets up chat level permissions for that child. A regular setup would allow a person to make friends with anyone, but the child chat level permissions won't let them have friends, unless they are deemed a true friend by the parent.
If you have a normal chat level account, you can't get a "true friend".
