I had hoped the 9 rogues would lead to a quest. Elizabeth made it sound that way, with her father missing; and note that one of the Rogues is named Swann. He was probably kidnapped by the others and is in need of rescue. The Teeth Jack has you find are supposed to be a map for treasure, but we do not go on the treasure hunt.
