Jeremiah can be found waiting on the beach of hardened rock near the main shipwright on Padres.
From the Padres main dock, head down the path to the right of the Ratskellar. When you get through that little passage, head towards the shipwright (Bollard.) However, run right past him, and follow along this beach as if you were running towards Fort Dundee. You'll end up passing right by him.
