Come in the back Tormenta cave entrance and one comes walkin up on patrol, easy pickens (if you call this level of enemy easy) away from the other. If its Dregs, kill him, and Flotsam will likely spawn, they kinda switch back and forth.
This is easier than coming in the front way where there are all sorts of Davey Jones crew to deal with.
