1. Most people don't, it's not necessary by any means especially for pve. I found it of value for pvp simply because it gives you that 10% chance to resist a life tap, which can be crucial. That and pretty much everyone doll kites for dps.
2. I'd suggest to do so. Sailing doesn't have too many great abilities to choose from. If I were to make an end all sailing template it would look something like this.

3. Thrust is complete ownage. I have it 5/5'd and wouldn't change it for anything. Thrust is a higher dps style than any other sword style and has a 6 second snare attached to it (just like flourish) to boot. My end all cutty spec would be. . .

Cleave: 0
Flourish: 5
Thrust: 5
Sweep: 1
Brawl: 0
Taunt: 0
Blade Storm: 5
Parry: 3
Endurance: 5
*Brawl and Taunt are both utility sword abilities and are great while leveling but I didn't find myself using them at all after I mastered my sword. If you're interested in a 2 second stun finisher or an accuracy debuff finisher you can remove 2 points from parry to place 1 in each. There's no way anyone could convince me that more than 1 point in either was beneficial.
