The Tormenta baddies are part of
Davy Jones' crew, NOT
Jolly Roger's (as has been mentioned above). That is why they are classified as "Living" and not "Undead" and so are not in conflict with the JR storyline.
In fact, having read that forthcoming storylines will use elements from the last film, we might expect more interaction with them in the future. As it is, they're pretty easy to ignore stuck way out there on their own. I find I level quite nicely without paying them a visit -- and I end up in jail a whole lot less, too.
