It filters the chat for accounts with parental controls. If you're whispering to someone with parental controls, it'll put the + sign there automatically.
Some adults have problems with their chat also, because somehow their account was flagged as a childs account.
So if they're not listening, I would try that first
However some could just be ignoring you lol
