Yes there is a speed difference, due to the ships size (i.e, light sloops smaller than sloop, and war sloop is larger than both, seemingly about the same length as a normal frigate)
someone also mentioned (i cant forget who sorry) that the sail points on the ships ratings were an indicator that lower was better, meaning faster.
anyways having been playing with a new character and using the light sloop i was amazed how fast (and bumpy) the ride was, and how certain skills i had in my other pirate really made a difference (tacking for one) made me feel like i was trying to parallel park my dads old buick when i was trying to broad side ships.
the normal sloop seems a little slower but still fast enough to keep ahead of even higher leveled frigate ships, and galleons are notorious sea turtles anyways, but i have not even put any points into windcatcher, so i can see that until the "sail enough in a straight line" for max speed kicked in..the phantom almost caught up lol.
but basically if you are going to remain with a certain ship type and utilize skill points to your advantage, it all evens out in the end, as my war sloops built for max speed, but weak broadsides (but heck filled with maxxed lightning users, its a heavy hitter just the same as any war ship, with speed that can turn on a dime)
so in the end, its your choices that decide what your ships gonna be capable of.
