I think its sort of how they did xp in Toontown. In there, you get x pts of xp for the level of gag you hit a cog with. It worked well there, but not here.
I can see this most when I use grenades. I had put 4 pts in explosive grenades. I can't get past single digit xp for most creatures it does so much damage. I got the smoke grenades that do much better however I can only hold 25 of those at a time. That's a lot of visits to Powder Burnt Pete.
