I think that if u are try to hijack a lvl 17 phantom with only say 16 sailing, it wont work because u gotta be the same lvl or higher to jack a ship of a certain lvl.

When i read your post i logged on and tried for awhile. Most times my cannon skills sink the lower ships quick. Other times wen i fire at them they'll still be moving...they dont stop like most higher level ships. When i jumped my ship this damn low level galleon sunk my ship before i could run back to it. So this theory could be possible...but not totally sure yet
