Clearly a guild that is being charged in violating a rule won't have a say in if they did it or not - that's like having a murderer on trial decide what his fate will be.
And really, the rules are pretty much straight-foward. The only rule that deals with misbehavior is the first one, which deals with disrespect, or conflicts - both of which require just little amounts of common sense to judge whether or not they actually occured.
I really don't like the idea of having to make some guilds more poweful than others. It makes everything too... unequal?, perhaps. I'd be willing to put this up for decision amongst the rest of you, just.. well, I don't know. It doesn't sit right with me, making booting a few misbehavers a whole big complex system. That's why TBC failed - it was too complicated.
