spineskulls are on davy jones crew and are on Isla Tormenta u just have to search around a bit, there is usually 1 in the front (enter though the far left cavern entrance) if he is not there kill the dregs and flotsams that are there.
NOTE: Spineskulls use grenades so choose a weapon up close so when he throws them at u he gets hit himself
