Many toons in toontown don't go to boss battles or Cog HQs until they have enough laugh. An "uber" in toontown is essentially a toon with extremely good gags(weapons here in pirates), and a low amount of laff(HP here in pirates).
The concept of an uber doesn't really work here in pirates, though, because when you level weapons, your HP increases. The idea of an uber is basically impossible in pirates.
