They sometimes leave these stuff unused. The Kraken fight text was probably left there ages ago when the kraken was still in the files.
It's really hard to tell what small string on text like those mean. Just trying to prevent any unnecessary rumors here and avoiding any jumping to conclusions.
As for the phase_WL, that's the WhiteList to the speedchat plus dictionary of Pirates Online.
