Absolutely true, and the implications are interesting. I have found that triggering skills sets off a global cooldown of sorts, however it does indeed stop you from using another skill for about two seconds or so. Firing off multiple skills gains a huge burst in dps, skips the global cooldown (which reduces overall dps) and what's more it sets up rotations for skill recharges. For instance, the voodoo doll benefits greatly from this, as a poke/swarm combo has a very easily synced recharge times. Poke has a 5 second recharge while swarm has about 12 seconds worth. So after firing off both spells at once, you have time for a poke before another big burst combo allowing you to kill just a little quicker.


As a note, I have seen a great deal of caution as to leveling up your noteriety level too high, as it reduces the ability to level weapon skills. One suggested counter to this is a use of the game mechanic that produces more rep based on the number of hits landed, regardless of power. This has some people purposely using their lowest level skills repeatedly just to wrack up large numbers of hits for an increase in experience. However, killing fast and efficiently gains a higher amount of experience during the time invested in leveling, at least at the level range I am in (22 overall noteriety along with every weapon being at lvl 12). Perhaps this mechanic changes to scale as the game goes on, however for those in the mid level area, more dps=faster experience, so use this useful tip!
