It use to be that you could change your Parantal Contrule through Linked acounts but since people were just using linked acounts to get around getting band they got rid of links all together. When you turn 13 it will send you an e-mail saying congrats on turning 13 and will say you can now use open chats in Disney online games. ( This is what happened for my brother ) But I did once see that if you call Disney you can change your Parental Contrules. I am not sure if you can change the Open chat / Closed chat but its worth trying.
