The only thing they really did was reduced the distance in which the cannons of the fleet fired. They may have done more, but one of the reasons it was more difficult on test was the lack of people participating, and the level of pirates involved. (The couple of times I did it on test, three ships were the most I saw, but most of the time it was one ship with a few people on cannons. Not as many high levels on test as there are on live
