I'm pretty sure this is for this quest. Anyways...
In Tortuga, near the half a ship (shipwright) is the entrance to the town. In the entrance on the left is a door, its literally in the entrance (which is an arc) and on the left of that entrance arc which is a door, there's a desk in there that you can search which is what your looking for.
