Well said Basil - First we get complaints that there is nothing to do and now that it's too hard. O_O
Many of the quests (especially the low lvl ones) have been made much easier as well. I could not believe it when I went to get the "Diamond" for the self proclaimed King of Tortuga the other day on my low lvl pirate. You used to have to travel to Perdida and bring lots of help to keep the wasps busy while you dug it up. LOL - now I just waltzed into the mire, dug it up and back in 2 mins. O_o
Look at it this way - at some point you have to level all your weapons and by doing it within a quest you get the quest rep as well. When the new weapons come out they should have quests attached to them too. I hope they are long as well. Have fun with the quests - do them as a group or with friends and have a good time. That is what the game is all about mate. To be honest it's much easier to level your cutlass with the lower level blade.
Something else to consider - you may have leveled your cutlass and not kept your other weapons in sync. The reason the quest is so hard is because you are too low level to be doing it. If this be the case go level up your other weapons and gain some more Notoriety levels before attempting the sword quest. Just because they give you the quest doen't mean you are ready for it.
Good luck mate!
