There actually have been a few invasions on the test server, as I was able to catch the tail end of one and land in the same invasion on the next server. It's possible that the lack of people catching them is that since they were having issues with such invasions on the open server that they had to retract them, that they are using the first few invasions as a test bed to solve any such major issues. The test server is in place for just that, as a test bed for new features, and testing such features takes weeks and weeks to do.
As for this being a "minor" update, this would not allow the update to be released within minutes of it's release to test. Even though Port Royal and Tortuga invasions have already been tested, each set of coding comes with it's own nicks and cuts that have to be fixed before the release can go live. The invasions the way they are ran no doubt require very extensive coding to call each wave of the invasion, summon barricades, and change the overall atmosphere of the game as well as set off the countdown timer, etc. On top of that we have all the other updates that were included in this update kit, which must also be tested.
Following the previous invasion releases to test, along with the fact that there seems to be issues with the current invasions, I would say this release will at least be held on the test server for 2 weeks, if not longer.
