That's the way it's been since revive was brought to the game. I had some hams left on a few of my pirates when revive came out, and those are the first to be used. D has it set up that the least expensive tonics are used first, and since the ham is free....they're the ones at the head of the line. Hope it doesn't stop pirates from using them on those that need a little help. After all, it's just a ham
