They need to make it like more big budget MMO's. This game could have a HUGE budget to make it great; Disney just won't, for some reason.
Take WoW, for example. I don't like the game, but it is the most polished and advanced online game out right now, no question. Skills and spells have descriptions that actually tell you what the skill will do. They have a respec system that you can reset skill points with if you want to try something new. It costs money, so it isn't abused.
It has progression. In my entire time playing this game, it has felt the same. The sailing doesn't really change, the fighting certainly doesn't, and it seems like you're stuck in a trial.
It has QUESTS. Quests that are fun and rewarding and don't take half an hour because the game drags them out. Some guy says to kill 7 of something, you kill them, you go back, you get a reward. None of this "Oh yeah, kill 7 of these, and 7 of these, and 7 of these" each time you go back to him.
The game isn't polished. Animations suck, chat sucks, quests suck, music sucks, locations suck, character models are only half decent, clothes suck, no variety in faces, small variety of uncustomizable ships, linear story that has no progression at all. I forget I'm even trying to gather a crew for the Black Pearl when I'm out questing.
Overall, I think I hate this game. I still play it, because I think it will get better, and it isn't unbearable. But, in comparison to other MMO's (SWG, WoW, etc), it's absolutely a terrible excuse of a game.
If they worked on polishing it, it would be a hit. Until then, it's a flop.
