The first disk (campaign disk) isn't really packed with stuff - it has the campaign (which is relatively short) and the "firefight" mode. It is actually the multiplayer disk that is loaded - it contains all the original Halo 3 maps, PLUS all the additional single maps and map packs (two of which were previously available only by purchased download) AND 3 brand new maps (new meaning new to Halo 3).
They could have easily made it a one disk game. Instead of including the ten trillion new maps that didn't come with the original Halo 3 on a disk, they could have sold ODST with a redeemable code that would allow people to just download the maps and save them directly to the xbox hard drive.
I give Bungie a pass on this one though. They brought the total number of xbox games worth having up to 2 - Halo 3 and Halo 3 ODST.
