I just ran the whole cave system and didn't find any gravediggers or bandits. If there ever were any, they are not there now. You can find undead pirates and a witchdoctor near romany bev just inside the cave, but the others are not there.
This could be another example of where they have made changes to the spawns but not updated the quests to go along with it. I'd send in a bug report about it to help them out.
