Per that story, id say they want us all to do the quests.. expect us all to do them...
To bring back Capt. Rott. himself from his watery grave so the story continues.
However I would add again, that is very interesting, cool info to know, but obtained through special arrangements, and is technically not common knowledge to the POTCO playing world.
If they are to implement some 'cost' to pirates for performing these tasks, they need to make information in that circumstance available on their official site. (and they still might!)
