The way aggression was last summer was just about perfect.
If you attacked an enemy, or got too close to one, it fought you. Plain and simple. If you could stay out of the sensing range of it, and didn't attack it first, it left you alone. If you needed to get the buried treasure in Tormenta, you could boldly strut through the front entrance and fight your way to the dig spot, or you could go stealth mode in via the rear cave, and sneak and wind your way all the way to it without using a weapon.

But people complained about it. Some felt that it was too easy, not realistic.
Then, they made the aggression factor go WAY up.. And they put in the 'swarm' effect. And what did they get? More complaints! Then (they claim) people wanted the 'revive' feature. (Gonna start a poll about that and some of the other updates they claim they put in because people asked for them.) And because of 'revive' they had to make the aggression softer. And what do they get, EVEN MORE COMPLAINTS. ( I personally think it is too low right now, and have sent 4 reports to Disney, with screenies attached for examples.)

With Disney you get an "all or none" complex. If they wanted to, they could make it so that if you attack a single soldier in Fort Dundee, the entire fortress compliment would come and destroy you. It takes time and many attempts to 'balance' something like the aggression factor. Every new 'feature' such as revive has to be compensated for.

If you really feel strongly about something like this, SEND A REPORT TO DISNEY! File a bug report. Post in the Grog Blog. Email them. It's the only way to get your voice directly to them.
EDIT: Advice, it does no good to complain, when all you do is complain. In your report, etc., make sure you give details and specific examples. Also helps to give 'suggetions' on how to fix the situation. Don't just tell Disney that agression level is too low. Give examples, shwo them how you can push an enemy around as if he's AFK, and he won't attack you. Then suggest how you would like him to react. Distance based, notoriety based, both, or something else.
