The crews are all temporary. If it's just a crew you're looking for, then you might want to hang out at the tortuga dock. There's always people looking for gunners.
Guilds are more permanent (until you leave the guild). If it's a guild you want to join, you can go to the guilds topic and find the guild the fits you the best
