Found it the hard way - even though my journal said the task was complete, it really wasn't, I guess.
Fired on a Phantom on the way to Kingshead to keep from getting sunk, I got the quest c0ompleted message again, and this time it told me to take it to Fabiola.
Glad it's done, but I wasted a day and a half running around trying to find someone to take ti the first time I completed it.
