I got the same problem. One of my pirates currently has Pearl, Gun, Sword, Dagger, Tortuga Clothes Quest & Skeleton Infestation, can't pick up the quest. The past few days I have finished 5 other non-droppable quests and it still won't let me pick up the Father's Day one. This is actually the pirate that I do need x2 rep for.
My other pirate has Pearl, Tortuga Clothes Quest, Padres Clothes Quest, Black Market Ink Tattoo Quest, Josie Mcreedy Rum Quest, and Black Mack Quest, and surprise surprise...was able to pick up the Father's Day Quest.
And then I have another pirate that has Pearl, Dagger, Perla Alodia Jewelry Quest, Mercedes Corazon Tattoo Quest & Port Royal Clothes Quest...and what do you know, the game won't let me pick up the Father's Day Quest either.
Stupid game can't figure out when to give me the Father's Day Quest or not. And I have already dropped all that the game allows you to drop, ugh.
