You summed up my entire post in a nutshell Mac.
Sven, positive reinforcement is great, sometimes... But, you need to discipline people every so often. With the system I proposed, the bans cycle, and can be reversed. The banning isn't perfect, but it'd work if someone just needs a good kick in the pants.
