You really thought they would be done with staff at this point?
It's all cool if you wanna level up like crazy, but you also have to realize this game is in it's infancy and a lot of higher level content will either be bugged, or not working at all. I'd suggest sending in a bug report and hope someone gets it.
I'm trying to think of any MMO that has ever had completed high level content when it released... Hmm... nope none!
