I lost count of how long it took for this to complete - basically I just ignored it and figured it was bugged. Then one day, the message popped up that I'd captured him. I've done the quest a second time since then and he seemed to be captured faster second time around.
Just hang on to it and wait for it to complete while doing other quests.
