A "boss battle" is typically a quest to defeat a very large enemy, and it usually requires a team of several players working together to defeat. In Toontown, examples of boss battles are the VP, the CFO and the CJ.
I'm not sure, but I'm starting to suspect that Disney hasn't finished creating the boss battle for the Black Pearl yet. The text you saw is probably just a placeholder -- they'll add more detailed instructions once they finish developing it.
