I'm not sure if you have to be a certain level.
At Padres you can get Captain Barbossa's outfit, and in Port Royal you can get William Turk's Outfit! They are all great!
I'm not sure about any other places.
You might try checking Tortuga, and maybe Cuba.
Also if you just wanna buy them, idk where to tell you to look...
