There is no new quest (sadly). The Muertos Moon usually means that pirates will become "undead" and be able to fight each other on the beaches. (although i haven't seen it yet)
As for the skeleton invasion quest, it's not new to the game, but it's new to anyone who hasn't done it yet
Isla Cangrejos is your first stop. Have Fun with it, it was one of my favorite quests.
