Unfortunately I do not share this opinion at all. I already have a 2nd paid account just to have more pirates to play the game as it currently stands.
Not having any interest whatsoever in PvP or SvS environment/gaming (one of the main reasons I started playing POTCO and fell in love with it, is it does not require these aspects of gaming in the least to enjoy it.) I would definately not want to be forced down any of these lines with my characters.
A better option IMO, would be when creating one of your 4 "characters", be given the option of creating one of these other characters for whatever purposes fit the needs of the enduser/paying member.
All these ideas for PvP are interesting, but absolutely need to remain separate from the overall game for purposes of lag, and purely game interest itself. The world of pirates was not a PvP world. Pirates seldom fought other pirates as the Navy/EITC etc ships were what paid off for your troubles.

I agree 100%. I at first was very positive about this game, and defended it as it slowly progressed, but the speed at which is moving has become excessively frustrating. Recently I had an individual tell me that I should see more of the good in it, and not be so negative at times, after contemplation on the subject I realized, that I am a fan, I help to represent the fans on this site. I am not Disney. Fans are not happy, Disney needs to know the fans are unhappy. They do not need some false facade helping them feel all warm and fuzzy about thier piddling around slowly, thinking everyone is happy. Truth is always better than fiction.
