Boarding?
 

first off most times when I try to board an enemy ship I can't, but if you ever do board a ship can you take it over as your own?

As far as i know you can't board a ship, its not been set yet. Any task that reuires it at moment allows you to finish task without boarding.

Some ships seem bugged and go into boarding routine, but even if u attach your ropes u can't get on other ship.

I sposed that part will happen at later date, i spose. For now we wait on that.
