how in the world do i board the navy ships to maroon that captain and do i even have to or can i just destroy ths ships

currently for the quest you are on, just sink them. That works, is easier, and well most ships are not boardable (at least for me some people say they can).

I can only board the ships with the skull and bones over it, you shoot out the sails then shoot down the body until almost nothing. When you get the green circles change your ammo type to the grapple (right click to get the options) and shoot in the circles. After you get it hooked you will get the option to board. Beware though there are always 2-3 navy guards/cadets and they respawn often.
