Are there "/" commands for things like whisper, reply...etc?

All I am aware of in this regard are Emotes

Aye, what Zep linked you is probably what you're after.

There's also /event to tell you what events (if any) are going on.

Ok, so you are in game and a friend sends you a "whisper". You click the f key, then click the friend tab if it isn't open. Then click the freinds name, click whisper then you can type message. You also have to close the other windows open on your desktop. Game needs a /reply command to open AND close the whisper chat. We also have to close the whisper window to do other chats. And have to repeat the process to answer another whisper.

Follow the link that Zep posted above. It is the definitive list of "/" commands. Aside from those emotes the only "/" command is to find out what event ("/event") is going on at the moment.

It really stinks that there isn't any / shortcuts for chatting to different channels (local, crew, guild, privateer). I leave feedback every time I log in about that. It'd be a whole lot easier to just type: /gu Hi Guildies! or /cr Ahoy Crew! ya know? Other MMOG's have these type of features. Don't need to click and point to everything.

^^ I kinda wouldn't like those shortcuts its long. Other one may save some more time.

How about just fixing chat to identify the people that can't hear me, in a different color? (Their chat line messages, at the very least!)

/ Commands? Is that like TT? But i dont get in POTCO how you make a bubble chat, also like in TT.

To make the bubble message you just type a ... before you type anything. your message will be bubble over the top of yer head.

If someone sends a whisper, then perhaps we should be able to click on their name in the corner to reply. That'd be the fastest shortcut, yet it'd also be the easiest way to do so, as well as a way to reply to people not on your friend/crew/guild lists.
